Comparing subcontractor quotes with AI: finding the gap, not the lowest number

Three quotes for the same package are rarely for the same work. The cost of that difference lands on site.

Published

Procurement pain in construction SMEs is not a pricing problem, it is a comparability problem. Each subcontractor prices to their own read of the drawings, with their own exclusions, their own provisional sums and their own assumed sequence.

The lowest number wins the package, and the difference reappears as a variation eleven weeks later.

Normalise before you compare

The useful AI task here is structural: take each quote and force it into the same shape — scope items, inclusions, explicit exclusions, provisional sums, assumptions, programme, payment terms.

Once three quotes sit in the same structure, the gaps announce themselves. What one priced, another excluded. What one assumed, another queried.

  • A line-by-line scope matrix across all tenderers
  • An exclusions list consolidated and de-duplicated
  • Provisional sums flagged with what triggers them
  • Programme and access assumptions stated side by side
  • A question list to send back before any award

The quantity surveyor stays in the loop

Nothing here replaces a QS. Measurement, valuation and contractual position are professional work. What changes is that the QS receives a structured comparison instead of a folder of PDFs, and spends their time on judgement rather than transcription.

Evidence the award

Record why the package was awarded, against which comparison, on which version of the drawings. When a variation is claimed, the difference between the priced scope and the claimed scope is a document lookup rather than an argument from memory.

FAQ

Common questions

Can AI read PDF quotes and drawings reliably?
Text-based PDFs and structured quotes, yes, with checking. Drawings and scanned documents need more care and a human verification step before any figure is relied on.
Does this replace a quantity surveyor?
No. It removes the transcription and reformatting work around procurement so professional measurement and contractual judgement get more attention, not less.
How quickly can a contractor set this up?
A single package comparison workflow is usually built and tested within an implementation sprint, then reused on every subsequent package.
